Missing parts

I have noticed that a lot of cars have 4-5 parts per category when some of them are supposed to have eight. And also, some vinyls have been removed. Will those removed parts return in the game later or...?
 
if you mean upgrades those should be 4 period. if you are talking about cosmetics. those have always been different per car. not all have the same amount

But take the Lion Executive Sedan for example. The car is supposed to have eight front & rear bumpers and sideskirts.
 
how do you know what it is "supposed to have" unless you are basing it off of heat online. which is a later build. So those things won't be in this build. It will be a part of that stuff to be back ported. back in the original run of PT there weren't a lot of choices for things.
