Pressing " y " or enter whilst in - game or when loading, or in the lobby will not enable the chat, are there any other keys that will enable this? ?

it should be y by default but you can go into options and change the keybinding to w/e you want it to be.

Sometimes it will not come up- it's like it's just stuck in the top left corner of my monitor, i can see others chatting, but i can't join it, very frustrating.... ?

to start talking you just press enter. sometimes it sticks though in that view so you just hit y until it pops to the opaque version and then press enter.

Indeed Khrono i think it just may just need a re- start....

Yeah it is another known bug/glitch that will eventually be looked at, however it isn't game breaking so not on the hot list of priorities atm.
