I think that the amount of standard laps is a bit strange with 20 laps as standard for arcade and 5 laps as standard for TA.
It should be the other way around. In pratice mode it is 5 laps for arcade and 45 laps for TA, that makes more sense.
As far as ive seen the avererage amount of laps in arcade is 3-7 laps and in TA it is 15-30 laps.
However there are some people that do 10-20 laps in arcade but most people wont.
A problem could also be that the laps get resettet when you change a track on the selection screen and if people dont realise that they may drive 5-8 laps and then just quit because it takes too long, especially on long tracks. Ive seen that a couple of times now.
