San Francisco no lightpole collision or texture

Any San Francisco map, the lightpoles are missing, check twitch clip below.
Not only missing visually, but their collision is not there.
This seems like an exploitable bug. While racing I noticed others would hit the lightpole that is not there for me.
Started after Nurgenhoch was disabled I think.

PC specs
CPU : Intel i5-4570
GPU : Intel HD Graphics 4600
Operating system : Windows 10 Pro
Monitor resolution : 1650 x 1050 (in game 800x600)
