Max upgrades

I use lion and get all upgrades (level4, power, body, handling)
max speed 201
handling 30%

However i see guys at lions with
max speed 204
handling 40%

How its possible?

sure you have all the upgrades? Under power and handling you have 3 sub categories each, like ECU, engine and transmission for "power" and tires, brakes and suspensions for "handling". Obviously if you want the max performance/values you need to install all of them.. and maybe you have just the first you can see in the menu (engine and tires)
