So in the Contols settings did you click on steering and move it left and right, and also same with pedals? And all other settings?

i dont have a stering wheel option or it detecting any input from the wheel or H-Shifter, peddels or the wheel

So you need to click on Accel with the mouse- then push the throttle down, and so on and so forth.

that didnt work but i have fixed the issue by adding it to the logitech profiler then the game started to detect the wheel

Try this
Open Steam and right click on Project Torque, go to Properties.
On the General tab, make sure "Steam Input" is set to forced off.

Close and start Project Torque.

Go to Settings and Controls. Then in the 2nd tab, map your controller.
Don't overwrite the keyboard controls. This worked for me
