L.A. Street Racing tools or Project Torque tools that can work for L.A. Street Racing?

Hello. For over 6 years LASR hasn't offered to moders the necessary tools to mod the game and I've been asking if PT tools can mod LASR because the game mechanics are the same and I've been thinking if there's a way to obtain the PT tools because Invictus Game doesn't have the rights to LASR anymore and they didn't even remember the name of the company that owns the rights to the game.
