GP Store / Steam Login Not Working

When I try to purchase GP and sign in with my steam account on at "https://steambilling.projecttorque.racing/" the page says:

"Error: SQLSTATE[22007]: Invalid datetime format: 1366 Incorrect string value: '\xE2\x9C\x9BLif...' for column `admin_steambilling`.`jog_users`.`personaname` at row 1

My Steam account is already connected on the Project Torque forums. What is going on? I am in the United States.

Thank you for the help. I temporarily removed the special characters in my Steam username and was able to use the game store.
