Game won't start up

Couldn't find the crash log, sorry.
When I launch the game on Steam it just pops a window open and says Project Torque is not working or whatever like when an application isn't responding, But the game hasn't even launched (from my knowledge) I have linked my steam account.

Intel i7 7th Gen
Nvidia GTX 1070
Windows
1920x1080 60hz on Moniter, 70hz on laptop!

Go to the game's directory at Steam\steamapps\common\Project Torque\save\game and delete the two options files
