Game doesn't start, 'Attempted to read or write protected memory.'

I was playing project torque with other player on France map, when the game suddenly froze. I had to restart my pc.
Since then, I encounter this message whenever I try to play project torque. I reinstalled the game twice, and disable/re-enabled .NET framework, but the message still pops up. The logs file haven't showed up in the game file under Steam directory.
(The Korean part of the message is: 'Attempted to read or write protected memory. This is often an indication that other memory is corrupt.')
Any solutions?

CPU: Core i7-9750H @ 2.60GHZ
GPU: GeForce GTX 1650 with MAX-Q design
OS: Windows 10 version 1909, build 18363.657
Monitor Resolution: 1920x1080

try uninstalling and deleting the game folder completely and reinstalling?

Tried it (uninstall -> delete game folder -> empty bin -> Install game using Steam) and the same error pops up. It's frustrating at this point.
