you can change your country one time per 2 weeks, so using VPN helps you to seem as a foreign citizen for Steam platform to buy what you want with those types of currency being allowed today( according to my own experience doing this a while ago when faced the same problem)

Once you will have done this you gonna face the second problem that has 2 types of appearance: you cant log in because of wrong data or you will have lost your connection for no reason, there is nothing to it till now
