So what we actually have in the game are these 2 types of vinyls, which are exactly the same but with different colors. What if the MILD VINYLS are moved and added to the SOFT VINYLS and instead of them colors for the external bars are added? This can only work on the ROOKIE, since it's the only TA car having them 
By doing that ppl could chose from having a different bar color and not the one as are now. To explain myself in a better way lets take the screen below.
NOW WITH BLUE BARS which we cant have atm but possible if done as said above
